In an effort to preserve water and protect private property rights, Arizona has passed a law that lets you choose your lawn type. Phoenix metro resident Sherry Lund and her son Bradford who lives next door, were served with a lawsuit by their HOA after installing artificial grass. Ms. Lund and her son were being assessed a fine of $250 a day each for everyday they failed to remove the artificial turf and replace it with natural grass. Their appeal for help resulted in a drafting of the new law, which invalidates such heavy-handed enforcement actions. So now you can install artificial grass despite provisions in your CC&Rs to the contrary.
