State law allows owners to rent out their homes short term, subject to certain administrative rules. So they can’t be banned by cities, and counties. But in response to “party house” type problems, state law allows cities to prohibit short-term rentals from hosting events for non-residential purposes. That includes as a wedding or any event that would normally require a permit and anything which substantially disturbs the quiet enjoyment of property. Paradise Valley and Scottsdale have both approved local ordinances to allow for homeowners to receive fines if their properties are identified as being nuisances – meaning police are called several times or illegal behavior is identified. How successful these laws will be to prevent out of control events remains to be seen.
